Access to screen HR User Access (Basic) is controlled by two menu options.
EMPLOYEE ADMINISTRATION - access to options under Employee Administration in Data Centre
HR USER ACCESS (BASIC) - access to screen HR User Access (Basic)
Both of those menu options are located in People Management system.
